H all done but the paint

I just got done with a complete rebuild of my H's engine...Then I went through the whole tractor replacing all the gaskets and seals. What an expensive job that was....Please don't tell my wife!

I have one question. While running, the rpm's fluctuate ever so slightly for a while at idle or wide open...kind of like its hunting for the right one and then smoothes out. Not really surging but real close....I replaced the gov. spring with a new one...Any Ideas?...Thanks.
