184 Float Level

I have a 184 International and it seems that it has a high speed fuel problem. the tractor will sit and idle just fine and when you give it more gas to take it off the idle circut is spit sputters and misses, the thing is that there is no black smoke, I checked fuel flow and pulled the carb apart and cleaned all passeges. I think the float level may be off causing it to run Lean. Any suggestions Are welcome Thanks in advance.
