If it works the same as the one on our W6, then there should be a set screw on the fan pulley. Use a lot of penetrating lubricant to get it loose. Take it out and then the one face of the pulley should be able to rotate on the threads cut into the fan base. As you rotate it it will spread the faces, making the belt run lower in the groove until you can slip the belt off of the bottom pulley. On ours, the set screw was rusted in and the moveable face of the pulley was seized up. We sprayed it up with penetrating oil and tapped on it with a hammer. Just make sure it doesn't break, it costs a lot. If that isn't the way it works, I am sure someone else will correct me soon. Hope it helped.
