Help with Super A govenor.

I need help with a Super A govenor. I pulled off it once before to renew the gasket and now it needs to come off again to stop a timing cover leak. The last time I simply pulled the govenor out from the front but the I&T manual says to pull the distributor and make some kind of mark so you can get the govenor timed right (?) What are they talking about? Do I have to take the distributor off? Last time I just put the governor back in and the tractor runs good, although it will surge when taking off in 3 or 4 gear. Please clarify this procedure and what do if I messed up last time? Also what parts in the govenor should be renewed while it is off? Bearings, ect. Thanks for your help!
