Hi there is a set screw with a nut on the side of the closet to the fan. this is a split puuley setup. loosen this set screw and hit it with a punch but be careful not to braek the ears on the pulley or the pulley itself. use lots of pb blaster to loosen the rust. work the pulley back and forth to loosen the rust BE CAREFUL is the key here.
