If you loosen the starter bolts as NDS has suggested and the bendix isn't stuck. Double check all your battery and clean all battery connections. Are you sure the battery is fully
charged? If the battery charge is ok and still
won't crank. Disconnect the battery ground and pull the starter off the tractor and reconnect
the battery ground. Short across the solenoid
with a screwdriver to see the bendix is energized.
Just touch it for a moment to see if the bendix
flies forward. Keep hands, fingers and clothing away from the pinion gear while doing this. If this checks out ok see if the engine can be turned with a crank or bar.

If there's a ballast resistor in the ignition
circuit I would replace it. If the tractor starts while cranking, then dies, is good indication of a defective resistor. Good Luck, Hal
