When open ,it allows exhaust gases to ciruclate around the base of the intake manifold to preheat the fuel/air mixture coming from the carb to the cylinders. Once the engine warms up, the butterfly closes and the fuel/air mixture comes in cold. A warm fuel/air mixture seems to work better in a cold engine, whereas a cold fuel/air mixture delivers more power in an engine that is at operating temperature. Don't ask me why, I'm not a physicist or a chemist. But it must be, cuz the car racers run their fuel through ice filled "cool cans" and use hood scoops to pull in cold outside air rather than the warm air trapped under the hood. I don't know why this would have any bearing on the 460 problem, so I'm not gonna speculate.
