How 'bout a standard heating pad? It needs 110v, but I wired in a power inverter to my C for 110v Christmas lights and it works great. I found one just now from Northern Tools for $40...link below. One advantage to that approach is that you could plug in other 110v stuff later.

Other than that, I second the notion about getting the seat heaters from a junked car. You could even wire in the temp control with that approach...make that 300 look just like Lexus! ;-)
