Hi grubby, On my 400 I had a prblem with the steering being very sloppy. Almost 3/4 turn. I got most out by tightening the top nut in the bolster. I just got it to conact real good and then backed it off just enough to insert the cotter pin. Mine doesn't have power steering though. Best that I can figure with those washers is just like you said. Flat one on the bottom to hold in packing and the other must be some kind of tensioner. While you've got it open. Guys on here have suggested grease over gear oil which I think was original. Those lower seals are a bugger.
