There is a product called Naval Jelly, I'm not sure of the manufacturer, but it can be found at most discount stores, Wal Mart etc. or paint stores. It comes in 8 or 10 oz. bottles. You would need to drain and dry the tank, remove it from the tractor, dump a couple of bottles of Naval Jelly in there and shake it up/slosh it around to coat all of the interior surfaces. The stuff is water soluble and works instantly so when the tank looks clean simply rinse it out good with water, let it dry and it will be ready for use. The stuff works great! Try it on some exterior surface that has similar surface rust to get an idea of the dwell time required, it only takes a few minutes.
