Ask this question on the paint forum, and ask for Rod(NH) or Frank Stalfire. Rod uses PPG, Frank is a Dupont rep, both understand general paint systems. I also answer a lot of questions on that forum, but have not done what you are trying to do-- those two know what is going on. My opinion is that you can seal the primer with PPG Omni MP170 epoxy primer and then top coat. But, I am not sure if the primer you have will lift the 170, you might try a small area and wait a few days. Usually using lousy primer under quality paint will lift the good paint. Van Sickle and other cheap paints will fade rapidly if left outdoors. Best to bite the bullet and get quality paint. The link was compliled by Rod(NH) and gives most PPG codes for IH paint colors.
