On your hydraulic problem I think your lever may be unhooked. Pull the hood and check around for a missing clevis pin or loose or missing screw. Pwr steering units should be available in a salvage yard. Either char lynn or behlin units were used on them. I think cost on these units is kind of high. I have only been around row crop 300's so my info may or may not be any good. And I do not know about your pto question.
