Part of the key to getting that split hub to move is to get the threads clean. There is a setscrew on one side of it, and a hex nut around the screw to lock it. Loosen the nut, then take the screw completely out. Squirt some good penetrating oil in that hole and wait for at least a few minutes. That hub may not have been moved for many years. Use a small wire brush, or even an old toothbrush to clean the threads on the hub, then start moving it if you can. It will likely move easier first in the direction to tighten it. Rock it back and forth until it comes loose. There is likely a LOT of dirt in those threads inside the hub. If you are a careful and patient sort, use a long punch and a hammer to tap on the boss that is on the opposite side of the hub from where the screw came out. I said TAP. Resist the urge to clobber that thing, or it will crack. When you get it clean and moving free, put a light coat of grease on the threads to make the next belt easier to change in another couple of decades.
