Super c surging/hunting

Hi everybody,
I rebuilt a super c a couple of years ago, and have had a constant problem with it surging/hunting. Today I adjusted the float in the carb and cleaned out the bumper spring adjustor on the gorvernor(full of crud). All of the other settings appeared to be correct When I started it it ran fine with no surging, but after shutting it off and starting it again it did it again, but only at half throttle or above.
Any suggestions?
