I have bought several over the years that have been exactly as you have described. I have paid between $300 & $600 dollars each. Don't go into the purchase expecting the best. Even though the exhaust was covered the tractor could have been left uncovered before the cap was put on. Usually the rings rust to the cylinder walls and simply because you have freed the engine doesn't mean that the rings will work as they should. Once you have freed the engine you should start it and see how it behaves. If it smokes take it apart, hone the cylinders and add new rings. I have had a couple of SC tractors that had stuck starters and that is just a matter of pulling the starter.
