As Jed said, the starter may be stuck, I’d check that first. Unless you are in a big hurry to get it running, I’d try different penetrating oils and rocking it back and forth to see if I could get it loose. I have seen others post here that they use ATF in the cylinders to help loosen it up. Worst case is you loose your patience and tear it down anyway. I bought a C from a dealer 22 years ago that was stuck and he was giving up on it. I got it home and got very lucky, had it loose in a couple hours just by putting oil in the cylinders and rocking it back and forth. I ran it for a while, but it smoked and used enough oil that I finally pulled it apart and overhauled it. Like Jed said, just because you get it loose and running, the rings still might be stuck in the pistons and not deliver the power or control oil consumption like they should. The good part about this was that I bought the tractor for about salvage price, and after rebuilding the engine, I have a tractor that was in great mechanical condition at a reasonable cost and is still running great!
