Yes, that's the pipe to fill it. If it hasn't been "messed with", it will
have a dipstick under the cap. Sometimes if someone has
changed the cap and associated plumbing, they've taken the
dipstick out. If that's the case, you'll have to maybe use a wire or
something to get to the resevoir. I've accidentally filled mine
until it ran out the top. It won't hurt it, but it makes a mess, and
it will continue to "puke" when you use your hydraulics until it
gets to the right level.
