More on IH 656D TA

My '68 IH 656D has a TA that isn't functioning correctly. I
thought the planetary gears were stuck because the tractor
would freewheel in low (TA engaged) and would not in direct.
Yesterday, I drove around some steep hills on my place and I
would say the tractor does freewheel in low and freewheels in
direct as well, but much less so.

I know I don't want to put the TA through much more
freewheeling here, so experience much appreciated.

My conclusion is that the TA clutch is slipping. I adjusted it per
service manual. Thoughts beside mechanic error (which I am
going to recheck this morning)? Can I adjust the clutch fingers
without splitting the tractor from the top cover? I see reference
in the service manual to another publication which covers TA
clutch adjustment.....anyone have this information?
