706 steering, brakes and clutch/TA strange

I was using my Farmall 706 today with a 4 bottom mounted plow and a four section harrow. Right away this morning I noticed the steering was making a noise and it sort of had a surge. Then it seemed as if the brakes were not 100% as at times there was quite a bit of free travel in the pedals. Then the tractor wanted to stop on the "high side" of the TA. Pull the TA back and away she went. So, I know this is all related to the hydraulic system that supplies the steering, brakes and TA. There was a time or two where the steering noise left. Actually manual steering then. Eventually everything powered up again with the same noise and surges in the steering. The transmission was low. I think I put in 2 gallons at least. That brought it up to slightly above add one gallon. What is going on here???? Do I have air in the system???? Does this oil get filtered on the right hand side??? Could the filter be restricting the flow of oil into the pump????? Help?????
