I believe the cast piece on the top of the tractor you are referring to was used to prime the fuel system after prolonged periods of idle time. You could do this by either of two ways, take out the screw in the hole at the top and fill with gasoline until it ran over, or you could do the OSHA forbidden method and blow in the gas tank until it was full.
