Definetly sounds like someone put Wedge-Lock wheels on it, much better than the original style. If you would have bought a new tractor with Wedge-Locks, the pusher bolts would have come with it, so they really aren't a special tool. I bet your local Case-IH might even loan you one. You should check a bigger 56, 66, or 86 series' owner's manual to familiarize yourself with how the Wedge-Locks work.
