Thr F4 on an F12 should impulse every time the hand crank is at the top and the bottom if you are turning completely through without removing the handle. There are several different impulse couplings for the F4 and I agree with Cowman about one of the pawls or "dogs" nor engaging. Might try pulling all 4 plugs and sticking finger over hole and listen for impulse every time you feel blowby.**NOTE**Ground mag out before doing this to avoid damage to mag or self. If its every-other one EVERY TIME, then it's time to remove the impulse coupling and investigate. If you're lucky, (I'm usually not) it may just need a goog cleaning. Good luck ,Kevin
