No part of the governor will come out when you remove the bowl. It almost sounds like you have a leaky needle and seat valve. As far as shop manuals, Blue Ribbon and IT are the two most mentioned here, I have IT for B, M, 560 and Blue Ribbon for my 966. Both have a lot of valuable information and either will serve you well.
