Fuel lines and tap settings International 484

I have an international 484 - am curious about the taps in the fuel lines situated beneath either side of the fuel tanks between the back wheels.
Seems like there`s a line running between the two sides of the tank with a tap at either end, in my case these are turned off.
Also there are lines running from the base of the tanks leading forward to the engine. The one on the left side has no tap while the one on the right has a tap which is turned off.
I don`t understand the function/meaning of the taps and fuel lines to be as an overall system - am wondering if there is someone out there who can explain - would appreciate help. Cheers Greg Barron.
