Try the TA out in road gear, that will give you a pretty good lug to try it out. The hydraulic whine is common, our 1967 model has the same one and has since the mid 70s. The slow action is an issue. The filter & fluid might need to be replace or as you suspect the pump might need to be overhauled.

The unit can easily have over 10,000 hours (with overhaul). They are getting close to 40 years old, even light usuage of 500 hours a year means more then 20,000 total.
