fuse holder in dash light

I lost my fuse and the cap that holds it in on my 52 H. I was wondering if this has any thing to do with my amp meter showing discharge. I just installed an new generator and did the wire from the bat to gen to polarise it. But still meter is showing the needle on the D side. If I turn the lights on bright the needle goes way down on the Discharge side. Any ideas would help. The local IH dealer told me to sand down the points in the voltage regulator. But the tractor is about 80 miles away.
