We always used one of those after seeding with a grain drill. Others use them after broadcast seeding. It will definately help cover the seeds and will also smooth and level the ground making it much nicer to drive on when taking off a hay crop. That drag harrow can also be used on your pasture about once a year or so to help loosen the soil and sort of rejuvenate the grass. Buy it, you will find many uses for it.
