You have a fuel starvation problem not a governor problem. Did you put on a new or used manifold? Your problem could be a leaky gasket or a crack in the intake part of the manifold. It could also be a gummed up passageway in the carburetor or a plugged sediment bowl or screen. Try some of the suggestions (unlit propane torch or carburetor cleaner) and check the manifold and gaskets for leaks. If that doesn’t show anything, check fuel flow to the carburetor and lastly go after adjustments on the carburetor.
