Start by removing the head,use alot of WD 40 in each cylinder to soak the pistons.If this motor has been stuck for 13 years your going to need a valve job to ever make it run right.also depending on if the motor has had water in it you my need to pull the pistons because the rings will be stuck to.After about a week of soaking the pistons,use a hammer and a block of wood and tap each piston not hard but with firm presure.This should free the motor if not keep trying with the WD40 hammer and wood it will in time give up. If you are going to keep the tractor then you are going to need to do it the right way to make the motor run good,just a little more to it then just air presure.
