When you swapped the plunger asemblies, did you get the gears indexed correctly? There is a filled-in tooth on the rack that needs to index to a missing tooth on the plunger gear. If that"s not it, you can run the pump with the cover off and the injector lines hooked back up to visibly check the governor action. If the rack linkage was rusty and stuck to begin with it may still not have the full range of travel. Brian
