Matthew - A couple of thoughts: 1 – If you’ve truly got a voltage regulator and not a cutout installed (a regulator has 4 terminals labeled GEN, BAT, FLD and L), the light switch will have no effect on charging rate. (The L and H light switch positions are both now simply “off” positions for the lights) 2 – 5 amps of charge only at mid-idle is puzzling. It should be closer to 10 – 15 amps from mid-idle to full RPM. A couple of possibilities for this: It’s wired up wrong.
