300U PTO problems

Friend has a 300U that he says the PTO runs slow and also get a lot of noise in that area. I have tried to adjust it as per the book but it doesn't seem to be working as it should both the adjusting and the PTO. From what we know this tractor may have been used to run a saw mill. I'm gues it my need new bands, I'm I on the right track or is there something else that may be wrong??
