The small tank is for gasoline, used to start the tractor, and after the engine warmed up it was then switched to distillate. The distillate went in the large tank. Distillate is no longer available, and hasn't been for probably 30 - 40 years. The next closest fuel would be kerosene. I would bet that your tractor has not seen kerosene or distillate for many, many years. It has been running just fine on just gasoline, and the small tank probably hasn't even been used.
The low speed gears you refer to are first gear only, all other gears are standard speed.
