The only thing I can think of is, do you have the cylinder connected to the port for the valve you changed. If you have three(or two for that mater) hydr. control levers, the outside lever will run the inner most valve, cenete one the center valve , etc. You should be able to tell if you move the lever and watch the control valves. If that is right I don;t know what would keep it from lowering.
