I've used a towbar bolted to the bolster to tow my Charlynn PS-equipped Super M without any problems. As long as the engine is not running the Charlynn torque motor is just sorta "along for the ride" - steering shaft movement from the front end is transmitted easily through it to the steering wheel. Gotta think your 400 will work the same. Try bolting the towbar in place then use it to steer the front wheels by hand. If you can turn the bolster at all you should be fine. ---- Try to take and post a photo of your train setup - it sounds pretty slick!
