If a tractor has been sitting a long time it needs to be pulled hard to loosen those rings back up. If I don't have something to pull I put a feed bag or plastic over the radiator and get it hot as a pistol, take the cover off while still running to let it cool down with the waterpump and radiator and repeat that process for several hours. The expansion and contraction seems to loosen those rings up if they are stuck with gunk. I usually add just a little ATF to the oil too. If this doesn't help than you are right a ring and valve job may be in order.
