Well, you can either sit around scratching your head or you can start taking things apart. You suspect that the pump is the problem... Why not start there? Pull the pump and see what's happening.

Is this a utility or a Farmall? If the pump wasn't turning on a Farmall 350, the engine wouldn't run because the distributor is driven off the pump. I don't know much about utilities, but I have seen many 300/350 utilities with a pump mounted on the front of the tractor, driven off the crankshaft.
