Did you get the tractor to start? If not you need to pull No1 plug and bring that piston up on the compression stroke to TDC. When you feel
compression against your thumb look for that timing mark on the flywheel. It's easier to see
if you chalk the timing mark. Keep rotating engine until that mark is aligned with the indicator. Then look at the rotor to see where
it is pointing. Should be at No1 plug wire.

PS: Both valves on No1 are closed if the valve timing is ok. If the rotor isn't pointing to No1
your distributor probably needs to be removed and
set at No1 position and reinstalled.
