I echo what Tim says. If you have done all of that and your know that your impeller is turning, I would remove your water jacket plate. A lot of times flake rust and build up in those inlets and cause your water to just about stop. HOWEVER, if you remove that plate, make sure that you buy a new gasket. Form-a-gasket will not cut it when it comes to keeping it from leaking.
A new water pump is 250-300 if you can find one.
I would go with a used one from a salvage tractor. M water pumps very rarly just go bad. They were made to last so I wouldn"t be worried about getting a used one. Hope you getter" fixd.
