As Nat said, maybe the hydraulic system is under load (pressure) all the time for some reason. This could be a defective control valve or some other restriction, causing the system to pressure all the time. Does the tractor engine sound like it is under load all the time which would happen if the hydraulics are pressurized. The pump working under pressure will quickly heat the hydraulic fluid.
