Bob - It may simply be the governor reacting to the cyclicly varying load from the baler on the PTO.

If RPM's vary in unison with the baler plunger strokes, it's the governor just doing it's job trying to hold the RPMs constant.

FWIW I do a lot of baling with a JD 4455. Even with a "big" tractor like this the tach shows about 50 - 75 RPM variation exactly in time with the plunger.
