I bought a set of hole punches from Harbor Freight Tools for next to nothing ($5 or so). The x-acto is still needed for the general shape of the gasket, but I use the punch for bolt holes. Works great and is cheap. If I can, I do the bolt holes first, set the gasket material in place, then mark and cut the rest of the gasket. Provides some registration for more accuracy.
