More than likely it's the seal between the main pump and the auxillary(sp?) pump that's leaking. This is very common. The aux. pump is the small pump that's bolted to the back of the main pump.

The seal leaks fuel into the the main pump. There's a petcock on the main pump that's normally used to check the oil level in it. If you open this up and fuel runs out, then you know the seal is leaking. The main pump should have regular oil in it(same as what's in the engine). If you have fuel in there you should drain it and replace with fresh oil. It can be run for awhile with the leaking seal but not having oil is of course hard on things.
The seal's pretty easy to change and the main pump stays on the tractor. There's an IH part number for the main seal, but I don't have it at the moment. You'll have to make a couple gaskets also since they're not available from IH anymore.

A good explanation of the seal-changing process, including the part number, is on the Red Power Forum(do a yahoo search for "Red Power"). Once you get there do a search for posts by a guy who goes by "MB_Cat". This guy's a wiz with the IH gas-start deisel engines, and one of his posts even shows pics of how to change that pesky seal.
