Maybe built on different assembly lines and painted on the same line. I agree that the axles appear to be masked. But I'm still wondering if some subassemblies were painted prior to assembly. The hoods are not installed here, and neither are the lights or wheel hubs. There is also something hanging kinda' loose under the fuel tank. Seems like it would have been very difficult to get paint on a lot of surfaces. Perhaps the tractors made several trips through the paint booth at different stages of assembly. In the picture in Guy Fay's 'Letter Series' book on page 53, you can see the paint spray coming from the nozzle.
