Rob, There is a hole in that stud on the center tower. if it is plugged, which may well be the case, you wont get oil to your rocker arm assembly. It needs to be cleaned out. If you remove it, it is easier to see the hole as it runs verticaly from the bottom of the stud and then exits horizontally through the side. Short of removing it, if you can find the exit hole, you may be able to blow it free with air. Another thing to look for is to make sure both plugs are in place at the ends of the rocker arm shaft. They have been known to pop out of either end which will inhibit proper oiling of your rocker arms. Glad your bushing replacement went well.
