Find a dealership that has a dynomometer, hook it up to the PTO and check it out. When I was a kid helping out at the IH dealership we would hook up the tractors after an overhaul to show the customer how well the engine performed. It would usually fall real close or just under what the spec was. If you loaded the engine to just under the working rpm it would show high.
