Three things I have found on mine:
1. The rims are bent. Bent rims wobble like crazy.
2. Where the steering shaft goes through the post (under the throttle lever) there are two stops that must be not have any slack between them and the post.
3. The gear in top of the steering sector. If you are lucky enough to have a full gear, rather than a half gear, take it out and turn it around to the un-worn part.
