I'm guessing you're talking about the cover that is to the rear of the hydraulic unit.(BTW, the trade name IH used for that unit is "Liftall.") There's a much smaller cover forward of the Liftall that is access to a grease zirk on the clutch release bearing. The cover to which I believe you refer allows access to the clutch drive shaft and the Liftall drive shaft. It should be dry in there; whatever is leaking out had to first leak from somewhere else. It could be coming from the Liftall or the transmission. Or both. There's a drain for the Liftall slightly forward of that cover, on the bottom of the Liftall unit. Probably a square head plug, about 3/4 inch. The Liftall was designed to use 30wt nondetergent motor oil. A lot of people have switched to regular hydraulic oil. If you're not using the hydraulics on your tractor you can easily uncouple the Liftall drive shaft and drain it. Owner's Manual and Service Manual are readily available and all but indispensible. Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
