Air Cleaner Oil Cup

I have a Farmall H and I pulled the air cleaner oil cup off and noticed it was fairly low and had some water as well. When I tipped the cup a bit I noticed that water dripped out a hole in the cup. Is this hole suppose to be there? I think there was more than one. The cup is in good shape so and the holes look uniform so I figure they were suppose to be there. I guess the reason I ask is if the holes are there to release water then what type of oil should I be using so it does not come out the holes as well?
