How many seals go on to Brake shaft for Farmall H

How many seals should be on each brake shaft for farmall H. I took two out, but when I called the local Case IH dealer I got the empression that there should only be one.
Does anyone know what the manuals say on this?
How many have you installed?
Also do they install lip pointing in or pointing out?
